How the Framework Relates to Cannabis at the Municipal Level
In preparation of the federal government’s legislation to legalize cannabis by July 2018, the province has created a draft cannabis framework to navigate how cannabis will be sold and used in the province.
The province’s framework will inform how the City of Calgary approaches legalization from the municipal level. In terms of jurisdiction cities will be responsible for:
- Education
- Taxation
- Retail location and rules
- Public consumption
- Land use/zoning
Background Information on the Framework
The Alberta Cannabis Framework was developed following extensive public and stakeholder engagement to achieve four policy priorities for cannabis legalization in the province:
- keeping cannabis out of the hands of children and youth
- protecting safety on roads, in workplaces and in public spaces
- protecting public health
- limiting the illegal market for cannabis
Based on input from Albertans, stakeholders and partners, the province drafted a common sense approach to managing legalized cannabis in Alberta. This includes:
- comprehensive government oversight of distribution and retail
- alignment with existing tobacco laws for public consumption
- tools to empower law enforcement and employers to ensure safety on our roads and at work
