As many of you have been following this project and may have participated in the fall and summer engagement sessions, we and the City of Calgary wanted to provide you with some updates on the project. 

At our last report back session held in the summer, our City of Calgary liaison had announced that this project would be completed in December 2016. We have since been updated that administration will be going to  Planning and Urban Development Committee (PUD) on Wednesday to ask for a deferral to the Monitoring of Contextual Single and Semi-detached Dwellings and to report back to Council no later than April 2017. This is an extension of three months to the report back. The reason for the deferral is to request additional consultation with both internal and external stakeholders. The additional time and engagement will allow administration to refine and understand the changes needed to make the new approach in addressing concerns a success. 

The initial recommendations discussed at the September meeting will continue to be recommended and built upon in the next three months if the deferral is granted: 

Recommendation 1: Broaden the monitoring to infill Single and Semi-detached Dwellings and re-evaluate the current reporting of these uses.

Under the current review limitations, we can only suggest changes to the rules for the permitted applications and do not have a lot of leeway to investigate policy, process and implementation. Concerns raised were beyond Contextual Dwellings.  Should changes be required, then reporting will be done at that time as will the public engagement process. 

 

Recommendation 2: Engage other teams in reviewing policy, implementation and processing of infill development:

The LUB team is one partner in the overall process of infill development of Single and Semi-detached Dwellings. We may need to look at the entire system rather than just amend rules in the LUB. This will allow us to reassess the entire system rather than rely on only one factor (rules) that may not be able to address certain concerns that are raised each time this report is due to Council.  There are other initiatives that have already been implemented and or are underway so work on this project may be integrated with these existing projects.
